In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Rajasthan hereby makes the following rules further to amend the various service rules set out in the Schedule appended hereto, namely:-

  1. Abbreviation and commencement. (1) These rules may be called the Rajasthan Various Services (First Amendment) Rules, 2024. (2) These shall come into force with immediate effect.
  2. Amendment. In front of each service rule mentioned in column no. 2 of the schedule attached herewith, after the existing rule mentioned in column no. 3, the following new rule mentioned in column no. 4 will be added, namely:-

“Compassionate appointment of such candidates who became orphans due to Corona Virus Infectious Disease (COVID-19)(1) Notwithstanding anything contained in these rules, the appointing authority shall fill the vacancies up to Level L-9 in the pay matrix to be filled by direct recruitment, to a candidate who has become orphan due to COVID-19. By appointment on compassionate grounds subject to the following conditionsWill be able to,-
(i) The candidate must be a native of Rajasthan State; And
(ii) The candidate must fulfill the educational and other qualifications and other conditions prescribed for the concerned post under these rules.

(2) Procedural requirements for selection and appointment such as,
(a) Computer qualification will not be insisted upon at the time of appointment. The candidate will have to acquire any computer qualification as prescribed in the relevant rules within the period of probation, failing which, his probation will be deemed to have been extended unless the appointing authority finds his performance completely unsatisfactory and his services are terminated. do it;
(b) There will be no emphasis on training or departmental examination or typing on computer at the time of appointmentHowever, within a period of three years, unless such period is relaxed by the Department of Personnel, for eligibility for confirmation, the candidate is required to pass such training or departmental examination or typing test on computer in either English or Hindi. would be expected, failing which his/heThe appointment will be liable to be terminated.No annual grade increments will be allowed until he/she acquires such qualification. On acquiring such qualification, annual grade increments will be allowed notional from the date of appointment but no arrears will be paid:
Provided that a person with benchmark disability appointed under the provisions of this rule shall be exempted from passing the typing test on computer.
(3) No appointment shall be given to such orphan if, at the time of the death of his parents or at the time of appointment of such orphan, any member of his family is fully employed by the Central Government or any State Government, or partly owned or controlled by a legal board, organization or corporationAlready appointed on regular basis.(4) If the orphan is not in a position to take employment immediately due to his minor status, he can be given employment after attaining the required age for appointment to the post.

(5) Such orphan shall submit an application for appointment to the concerned District Collector. In case of non-availability of vacancy in the concerned district, the application will be sent to the Divisional Commissioner who will make arrangements for appointment in any district under his jurisdiction. If there is no vacant post available under the jurisdiction of the Divisional Commissioner, then the application for appointment will be referred by the Divisional Commissioner to the Personnel (A-2) Department.

Explanation: For the purpose of this rule, orphan means a person who has lost both his biological or adoptive parents who have died due to Corona on or before 31.03.2023 or one of the parents has died. The former has died and the latter died of Corona on or before 31.03.2023has not attained the age of eighteen years and was completely dependent on his parents at the time of their death.”

The Rajasthan government notified an important amendment on 6 February 2024, under which children orphaned due to Covid-19 will be given concessional appointment in government jobs. According to this new policy, orphans who are natives of Rajasthan and have qualifications can be appointed to posts up to pay matrix level L-9.

In the appointment process, applicants will have to pass computer, training and departmental examinations within 3 years of appointment. However, they will not get the benefit of any annual increment for the first 5 years. Orphans with disabilities have been given exemption in computer examination.

Applications will be made through the concerned District Collector. According to this rule, ‘orphans’ will be considered those children who have lost their parents due to Covid-19 on or before March 31, 2023.

The main objective of this amendment is to provide financial assistance to the children orphaned due to Covid-19 and to provide them government job opportunities to make them self-reliant. This will improve their standard of living and increase their contribution to the society.
