सेवा सत्यापन का महत्व: सरकारी कर्मचारियों में प्रमोशन, इन्क्रीमेंट, पेंशन और अधिक के लिए

सेवा सत्यापन ( Service Verification)

1. सेवा पुस्तिका का अत्यंत महत्वपूर्ण पहलू सेवा सत्यापन है।

2. सेवा सत्यापन Duty पीरियड का प्रमाण है, अर्थात् सरकार में जो Duty / सेवा की जाती है, उसकी प्रामाणिकता / Authenticity / आधार, सेवा सत्यापन होता है।

3. सरकार में की गई सेवा / Duty किये गये लिखित कार्य अथवा अन्य साक्ष्यों से सिद्ध नहीं होती है, अपितु सेवा पुस्तिका में दर्ज सेवा सत्यापन ही उसका एकमात्र साक्ष्य होता है।

4. सेवा सत्यापन प्रति वित्तीय वर्षवार होता है व एक वित्तीय वर्ष का सेवा सत्यापन आगामी जून माह तक हो जाना चाहिए। जैसे वित्त वर्ष 2024-25 में की गई सेवाओं का सेवा सत्यापन 30 जून, 2025 तक सेवा पुस्तिका में कर दिया जाना चाहिए तथा जून माह के वेतन बिल में इस आशय का प्रमाण-पत्र आहरण वितरण अधिकारी द्वारा लगाया जाना चाहिए कि पिछले वित्तीय वर्ष का सेवा सत्यापन कर दिया गया है तथा कोषाधिकारी द्वारा इसके अभाव में जून माह का वेतन बिल पारित नहीं किया जाना चाहिए। सेवा सत्यापन का इन्द्राज आंशिक (Partial) भी किया जा सकता है, जो कि कार्मिक की नियुक्ति स्थानान्तरण, निलंबन, डेपुटेशन इत्यादि कारणों पर निर्भर करेगा।

5. सेवा पुस्तिका में सेवा सत्यापन संबंधित कार्मिक द्वारा वेतन आहरण के आधार पर किया जाता है अर्थात् जिस अवधि का वेतन आहरित किया हो, उसी अवधि का सेवा सत्यापन किया जाता है जैसे ” वेतन बिलों की कार्यालय प्रतियों के आधार पर वित्त वर्ष 2024-25 की सेवाएं प्रमाणित की जाती हैं’ इन्द्राज किया जाता है, इसका अभिप्राय यह है कि सरकार में सेवा / Duty वह अवधि होती है, जिस अवधि का वेतन प्राप्त किया जाता है, कार्मिक अवकाश पर हो तो भी चूंकि वेतन प्राप्त करता है, सवैतनिक अवकाश को Duty Period माना जाता है यदि अवकाश काल में वेतन आहरण नहीं तो सेवाएं सत्यापित नहीं की जाती हैं। इसमें अपवाद स्वरूप मेडिकल ग्राउंड पर अवैतनिक अवकाश का सेवा सत्यापन किया जाता है, परंतु निजी कारणों से अवैतनिक अवकाश लिया हो तो सेवाएं सत्यापित नहीं की जाती हैं। कार्यग्रहण काल का भी संवा सत्यापन किया जाता है चूंकि इस अवधि का वेतन आहरण किया जाता है। निलंबनकाल में पश्चात् आदेश से विशिष्टतः निलंबनकाल सेवा में गणनीय अथवा अगणनीय बाबत् उल्लेख होने पर तदनुसार सेवा सत्यापन किया जाता है।

6. सेवा पुस्तिका में किया गया सेवा सत्यापन अति महत्त्वपूर्ण इसलिए है चूंकि :–

1 जुलाई को वार्षिक वेतन वृद्धि में न्यूनतम 180 दिवस की अहंकारी सेवा (Qualifying Service/Duty Period) आवश्यक है, जो गत वर्ष के 1 जुलाई से आगामी वार्षिक वेतन वृद्धि दिवस । जुलाई के क्रम में 30 जून तक होनी चाहिए
ए.सी.पी. (ACP) के लिए 9, 18, 27 वर्षीय सेवा अवधि, जो कि सेवा सत्यापन से ही मानी जाती है।
उच्च पद पर प्रमोशन हेतु न्यूनतम आवश्यक सेवा अवधि भी सेवा सत्यापन से ली जाती है। प्रोबेशन अवधि समाप्ति का अवधि आधार भी सेवा सत्यापन ही होता है।
सेवानिवृत्ति पर पेंशन परिलब्धियों के निर्धारण हेतु अहंकारी सेवा भी सेवा सत्यापन से ली जाती है। अधिकतम पेंशन 25 वर्ष की सेवा पर देय है, जो अवधि सेवा सत्यापन से ही मान्य होती है। इससे कम सेवा सत्यापन पर आनुपातिक पेंशन देय है।

7. सेवा सत्यापन अति महत्त्वपूर्ण है व इसका मौलिक प्रभाव विभिन्न राजकीय घटनाओं पर, राजकीय कार्मिकों पर पड़ता है।

Service Verification

A very important aspect of the service book is service verification.
Service Verification is the proof of duty period, that is, the authenticity of the duty/service performed in the government is based on service verification.
Service/Duty done in the government is not proved by written work or other evidence, but the service verification recorded in the service book is the only evidence of it.
Service verification is done per financial year and service verification for a financial year should be done by the next month of June. For example, service verification of the services done in the financial year 2024-25 should be done in the service book by June 30, 2025 and a certificate should be put in the salary bill for the month of June by the Withdrawal Disbursement Officer to the effect that the services done for the previous financial year Service verification has been done and in its absence by the treasury officer in the month of JuneThe wage bill should not be passed.The entry of service verification can also be done partially, which will depend on the reasons for appointment, transfer, suspension, deputation etc. of the personnel.
Service verification in the service book is done on the basis of salary drawn by the concerned personnel, i.e. service verification is done for the period for which the salary is drawn, like “Services for the financial year 2024-25 on the basis of office copies of salary bills. ‘Certified’ is entered, itsThe meaning is that service / duty in the government is the period for which salary is received, since the employee receives salary even if he is on leave, paid leave is considered as duty period if salary is not drawn during the leave period. So the services are not verified. In this, as an exception, service verification of unpaid leave is done on medical grounds, but if unpaid leave is taken for personal reasons, the services are not verified. The period of joining is also verified as salary is drawn for this period. During the period of suspension, after the order specifically mentions whether the service during the period of suspension is countable or non-countable, the service verification is done accordingly.
Service verification done in the service book is very important because :–

A minimum of 180 days qualifying service/duty period is required for the annual increment on 1st July, which is from 1st July of the previous year till the next annual increment day. In the order of July, it should be done by 30th June
A.C.P. For (ACP) the service period is 9, 18, 27 years, which is considered only after service verification.
The minimum required service period for promotion to a higher post is also taken from service verification. The basis for ending the probation period is also service verification.
Eligible service is also taken from service verification for determining pension emoluments on retirement. Maximum pension is payable on 25 years of service, which period is valid only after service verification. Proportional pension is payable on service verification less than this.

Service verification is very important and it has a fundamental impact on various government events and government personnel.
